MEMORANDUM OPINION

FLAUM, District Judge:

Before the court are the plaintiff’s motion for class certification and to compel discovery pertaining to the proposed class, and the defendant’s renewed motion to dismiss for mootness. The gravamen of plaintiff’s claim is that minors found to be neglected pursuant to Ill.Rev.Stat. ch. 37 § 702-4 (1975) placed under the guardianship of the Department of Children and Family Services (DCFS) who are also adjudicated to be delinquents pursuant to Ill.Rev.Stat. ch. 37, § 702-2 (1975) and remanded to the custody of the Illinois Department of Corrections…
