MEMORANDUM OPINION
FLAUM, District Judge.
This action challenges the procedures of the Social Security Administration by which payments are made to eligible beneficiaries who have had “representative payees” named to receive their payments pursuant to 42 U.S.C. § 405(j). Plaintiff alleges that his constitutional and statutory rights have been violated by the Administration’s delay in designating a new representative payee to receive his checks after the previous representative payee ceased acting in that capacity.
