This workers’ compensation case presents the issue of whether diminution in range-of-motion alone is sufficient to satisfy the “demonstrable objective medical evidence” standard -required to establish a partial-permanent physical disability. As a corollary to that issue, we must decide whether a minimum percentage of disability should be established as a threshold for determining when a disability is too minor to justify a compensation award.
