Gallagher Headquarters Ranch Development, Ltd., Christopher Hill and Julie Hooper (collectively referred to as “Hill”) appeal the trial court’s summary judgment in favor of the defendants, the City of San Antonio, City Public Service, and San Antonio Water System (collectively, the “City”). The underlying lawsuit concerns the City’s placement of an electrical transmission line across open space park land.
