OPINION

JACOBSON, Judge.

This appeal raises the constitutional issue of whether a school board which initially issues a termination notice to a continuing teacher may, consistent with due process, determine whether “good cause” exists for that termination.

Jack Rouse was a special education teacher at Coronado High School in the Scottsdale School District. He was fired for “unprofessional conduct not involving students.” Basically, this conduct stemmed from a series of incidents which occurred at the end of the school year in 1985 when Rouse refused to attend certain meetings or complete certain…
