John-Tyronne Martin, now an inmate at Pontiac Correctional Center, has again filed a 42 U.S.C. § 1983 suit with this court challenging the procedures of the Department of Corrections and the conditions of his confinement at the Stateville Correctional Center. The court was first introduced to Martin in Martin v. Davies, 694 F.Supp. 528 (N.D.Ill.1988), aff'd, 917 F.2d 336 (7th Cir.1990), where Martin claimed that he was denied meaningful access to the courts.
