The Louisville & Nashville Railroad Company (the “Railroad”) appeals from the United States District Court for the Southern District of Illinois. The district court entered summary judgment, enforcing an award of Public Law Board No. 1998 (the “Board”), in favor of the Brotherhood of Railroad Signalmen (the “Brotherhood”), on *537behalf of railroad employee George L.
