INTRODUCTION
Plaintiff, Joseph W. Moms, was the high bidder at an auction of surplus government real estate. As a result of his successful bid, Mr. Morris entered into a written contract with defendant to purchase a commercial property, comprised of a “garage/warehouse building” located in the District of Columbia, from the United States Small Business Administration (SBA).
