This is a zoning appeal that the Appellate Court certified for review pursuant to General Statutes § 8-9. The plaintiff, Thomas P. Clifford III, appeals from the judgment of the trial court dismissing his appeal from the decision of the defendant planning and zoning commission (commission) of the city of Ansonia (city) approving the site plan application of the defendant Complete Construction, Inc.
