On August 10, 1978, Carla Jabara and John T. McClain were indicted by a federal grand jury in the Eastern District of Michigan. The indictment charged them with conspiracy to distribute cocaine and heroin, in violation of 21 U.S.C. §§ 841(a)(1) and 846, and with three counts of interstate transportation in aid of racketeering, in violation of 18 U.S.C. §. 1952 (the “Travel Act”).
