I. PROCEDURAL BACKGROUND

Plaintiff Dolores J. Dominguese brings this action under 42 U.S.C. § 405(g) to obtain judicial review of a decision of the Commissioner of Social Security (“Commissioner”), denying her application for disability insurance benefits and supplemental security income. Plaintiff applied for benefits in February 1997 alleging impairment due primarily to fibromyalgia commencing on July 27, 1996, and resulting in part from an automobile accident on that date.
