This matter is before the Court on Plaintiffs Motion for Class Certification (doc. 8), Defendants’ Response (doc. 10), and Plaintiffs Reply (doc. 12).
BACKGROUND
This is an action brought by Plaintiff, Joel Thrope, alleging a violation of the Americans with Disabilities Act of 1990, 42 U.S.C. § 12101, et seq. (the “ADA”). Plaintiff challenges Section 4503.44 of the Ohio Revised Code which governs the issuance of removable windshield placards to be used by persons with disabilities to designate their ability to park in special parking spaces.
