MEMORANDUM OPINION
GLADYS KESSLER, District Judge.
Plaintiff Major Marc J. Millican brings this action against Defendant United States under the Administrative Procedure Act (“APA”). 5 U.S.C. § 701 et seq. Plaintiff challenges the decision of the Air Force Board for Correction of Military Records (“AFBCMR” or the “Board”) denying Plaintiffs request to correct his file, and to void both his removal from the Lieutenant Colonel Air Force Reserve Promotion List (the “Promotion List”) and his involuntary transfer to the Retired Reserve as a Major.
