OPINION
BRYNER, Justice.
I. INTRODUCTION
Robert Weber appeals from a superior court order upholding the Kenai Peninsula Borough’s decision to finance a privately owned gas-line extension by creating a utility special assessment district. Weber raises constitutional challenges to the assessment district’s creation and to his property’s mandatory inclusion in it. Because the borough created the assessment district for the purpose of financing a gas line that provides public benefits and because the construction specially benefitted Weber’s property, we hold that the borough acted constitutionally.…
