SEDGWICK, Judge.
This appeal is from a state agency’s decision not to reduce a public utility’s rates upon approving the transfer of certain property by the utility. We affirm.
FACTS
On March 14, 1986, Minnesota Power petitioned the Minnesota Public Utilities Commission (“the PUC” or “the Commission”) for permission to transfer its M.L. Hibbard Units 3 and 4 boilers and associated equipment to the City of Duluth. Minn.
