IVERS, Judge:

Appellant Mema Déla Cruz appeals the January 22, 1999, decision of the Board of Veterans’ Appeals (BVA or Board), which determined that she was not entitled to recognition as the surviving spouse of a veteran, for purposes of reinstatement of VA death pension benefits. On November 17, 2000, the Court, in a single-judge memorandum decision, affirmed the Board’s decision. The appellant filed a motion for reconsideration of that decision, and the Secretary, in response to an order of the Court, filed a response to the motion.
