MEMORANDUM OF DECISION

MURTHA, Chief Judge.

The plaintiffs, Bernard and Majorie Short, have brought this action against the United States under the Federal Tort Claims Act, 28 U.S.C. §§ 1346(b) and 2674. They claim to have suffered damages as a result of the negligent failure of an internist at the Veterans Administration Hospital in White River Junction, Vermont (hereinafter the “VA Hospital”) to diagnose Mr. Short’s prostate cancer.
