On November the 29th, 1949, the enforcement officers of appellant, Arkansas Public Service Commission, acting* in accordance with their authority and duty, as they saw it under Act 367 of 1941, stopped a truck which bore a Tennessee license and was driven by one J. P. Boshers. The truck [and the trailer attached] had appellee’s name on it and [presumably] contained merchandise belonging to or being delivered for appellee.
