Plaintiff, Noma West, brought the present action against defendants, the City of Urbana (the City), Perry M. Kirkham, Wheels, Inc., and Pfizer, Inc., to recover damages for injuries she sustained in an automobile accident. The City filed a motion for summary judgment, contending that the Local Governmental and Governmental Employees Tort Immunity Act (Tort Immunity Act) barred plaintiff’s claim against it. (Ill. Rev.
