I. BACKGROUND

Plaintiff Shirley Ann Fisk (“Fisk”) brought this action under 42 U.S.C. § 1983 (“ § 1983”) against defendant Delsa Best (“Best”) and various private individuals and corporations, state officials and unidentified defendants (collectively, “Defendants”). Fisk alleges that she was falsely accused of stalking television show host David Letterman and that, in connection with an involuntary psychiatric commitment of her, Defendants conspired to deprive her of civil rights guaranteed by the United States Constitution.
