I.BACKGROUND

Plaintiff Shirley Ann Fisk (“Fisk”) brought this action pursuant to 42 U.S.C. § 1983 alleging unlawful search and seizure, denial of due process, infringement of freedom of speech, and other constitutional violations and common law claims. Fisk’s complaint arises from her involuntary commitment at Bellevue Hospital (“Bellevue”) for psychiatric evaluation and treatment in July 2002.
