This Winstar-related ease is before the Court following a four-day trial on the issue of liability. Plaintiff, First Federal Lincoln Bank (“Lincoln”), alleges that the defendant, United States (“Government”), in enacting the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (“FIRREA”), breached its contract with regard to transactions with three savings and loan associations or thrifts.
