First Federal Lincoln Bank v. United States, 58 Fed.Cl. 363 (2003) (“First Federal II"), resolved the issue of whether the government and plaintiff, First Federal Lincoln Bank (“Lincoln”), entered into binding contracts with respect to Lincoln’s mergers with three failing savings and loan associations or thrifts. Id. at 364.
