MEMORANDUM AND ORDER

CROW, District Judge.

The case comes before the court on plaintiffs’ motion to file a second amended complaint. With the filing of defendants’ surreply memorandum -in opposition, the court considers the matters adequately presented and ripe for decision. Plaintiffs’ motion for leave to respond to defendants’ surreply is denied.
