SIMONETT, Justice.
We conclude the governor’s line item veto in this ease was properly and constitutionally invoked and reverse the contrary ruling of the court of appeals.
This declaratory judgment action challenges the constitutionality of Governor Arne H. Carlson’s veto of a 1991 law assigning revenue from a taconite tax increase to a new higher education program on Minnesota’s Iron Range.
