This case is before the Court on the motion of defendant United States of *798America to dismiss plaintiffs’ third amended complaint (ECF 107), and the motion of defendants Early Flurkey, Jon Greenblatt, Douglas Parrott, Gary Pawlak, and the United States of America to dismiss plaintiffs’ third amended complaint, or alternatively, for summary judgment (ECF 109).1 For the reasons that follow, defendants’ motions to dismiss are GRANTED.
