On October 24, 2012, approximately 33 months after the district court granted summary judgment for Appellee Selective Insurance Company of South Carolina, terminated the case, and entered judgment, Appellant City of Paris (“City”) filed a motion to reconsider the district court’s summary judgment ruling. The City argued that the case remained open pursuant to Federal Rule of Civil Procedure 54(b) because certain claims were not adjudicated by the Court’s ruling.
