PHILLIPS, Circuit Judge:

This case is before the Court on the petition of Ross Porta-Plant, Inc., to review and set aside an order of the National Labor Relations Board. The Board cross-petitions for enforcement of its or-dér. Reference is made to the Board’s decision and order, reported at 166 N.L. R.B. No. 40, for a detailed statement of the facts.
