MORAN, District Judge.
Plaintiffs, Wicker Park Historic District Preservation Fund and several individual residents of the Wicker Park Historic District (“Historic District”), 1 have brought this action against the United States Department of Housing and Urban Development (“HUD”) and its Secretary to challenge HUD’s approval of a proposal for federally-subsidized rental housing, part of which will be constructed on vacant lots within the Historic District.
