CUMMINGS, Circuit Judge.

This case arises on the petition of National Dairy Products Corporation (“National”) to set aside an order of the Federal Trade Commission applicable to its Sealtest Foods Division.

National is a Delaware corporation with its principal office and place of business in New York City. It is engaged in the business of purchasing, manufacturing, processing, distributing and selling dairy and other products throughout the United States.
