I. INTRODUCTION
This appeal arises out of two overlapping child support proceedings-the first culminating in an administrative decision and the second in a superior court order-that established different levels of child support for a father. The father appeals the superior court's decision, contending that the court was collaterally estopped from rendering findings different from those established in the administrative decision and that the court's order was an impermissible retroactive modification of child support.
