Here we deal with a belated administrative appeal from a decision of a referee of the Department of Health, Education and Welfare1 ***to its Appeals Council.

The administrative proceedings date back to 1951. In April of that year, Florine Langford, as guardian of her adopted daughter, applied for child insurance benefits based on the wage record of her deceased husband.
