Plaintiff, Kansas City Power & Light Co. (“KCP&L”), seeks indemnification by the United States (“defendant” or “the government”) under the Contract Disputes Act of 1978 (“CDA”), 41 U.S.C. §§ 7101-7109 (2012), for the cost of settling a wrongful death suit stemming from an electrical accident that occurred on property owned by defendant.
