Harwell, Justice:
This appeal involves an order which modified the content of and the frequency at which interexchange carriers (IXC’s) must file surveillance reports and the retroactive application of such order. We affirm.
I. FACTS
On August 24,1987, respondent Public Service Commission (Commission) received a petition from respondent American Telephone & Telegraph Company (AT&T) requesting that the Commission eliminate its requirement that IXC’s file surveillance reports.
