Petitioner-Appellee Administrative Director of the Courts Irwin Tanaka (Petitioner) appeals by writ of certiorari from a decision of the Intermediate Court of Appeals (ICA) reversing the district court’s May 20, 1993 Decision and Order Affirming Administrative Revocation of Respondent-Appellant Richard Lara’s (Respondent) driver’s license pursuant to Hawai'i Revised Statutes (HRS) chapter 286, Part XIV (1993).
