GREENE, Judge:

Veteran William F. Cottle appeals, through counsel, an April 30, 1998, Board of Veterans’ Appeals (Board or BVA) decision that determined that his back injury, sustained while he was working as an employee of the Dallas, Texas, Transit System (DTS) and receiving VA rehabilitation employment services, did not occur as the result of “the pursuit of a course of vocational rehabilitation under [cjhapter 31” of title 38, United States Code, and thus concluded that he “lacks basic eligibility for [Department of Veterans Affairs] disability compensation under 38 U.S.C. § 1151....”…
