Denying the Plaintiff’s Motion to Remand; Denying Without Prejudice the Plaintiff’s Motion to Join an Additional Defendant

I. INTRODUCTION

This matter comes before the court on the pro se plaintiffs motions to remand this case to the Superior Court for the District of Columbia and to join an additional defendant to the suit.
