MEMORANDUM
LUDWIG, District Judge.
Plaintiff United States of America and defendants Jack W. Blumenfeld and Alan Feingold cross move for summary judgment. 1 Fed.R.Civ.P. 56(c).
In this action, the United States of America sues to enforce the interests of the Department of Housing and Urban Development.
