MEMORANDUM OPINION AND ORDER

WOLLENBERG, District Judge.

Matson Navigation Company has/asked this Court to set aside Secretary of Commerce Connor’s order (hereinafter S.C. D.) granting an application of the States Steamship Company, a subsidized' operator, for permission to double its sailings (from 13 to 26) in the domestic California-Hawaii trade in competition with Matson, an unsubsidized exclusively domestic operator in that trade. 1 States Steamship Company (States) and the Sa.n Diego Unified Port District have joined the United States in opposing the motion as intervenor defendants.
