MEMORANDUM OPINION
ELLIS, District Judge.
Petitioner John Bisong Atem (Atem), while a D.C. inmate, 1 filed this pro se petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2241 protesting the revocation of his United States passport and resulting detention pending deportation.
