Appellants’ challenges to the constitutionality of the Act will be considered seriatim.

Appellants’ first contention is that, in empowering Authority to determine the need, location, extent, and nature of a turnpike project, and to establish tolls and regulations for its use, the General Assembly delegated its legislative authority without providing sufficient standards for a guide and that the Act therefore violates N.
