FORMAN, Chief Judge.
Plaintiff brought suit in this court against the United States and the Veterans’ Administration, an agency of the United States, seeking an adjudication that an insurance policy issued to him under the National Service Life Insurance Act of 1940, 38 U.S.C.A. § 801 et seq., is valid and in full force and effect.
