This action in equity was instituted to obtain declaratory relief concerning the constitutionality of an ordinance of the City of Barre entitled “Itinerant Photographers.” The contention of the plaintiff, Olan Mills, Inc., a foreign corporation, having its office and principal place of business in Springfield, Ohio, and engaged in the business of intinerant photography, is that it is engaged in interstate commerce and that the said ordinance places an undue burden upon interstate commerce in violation of Article 1, Section 8 of the federal Constitution.
