liAppellant, Northport Health Services of Arkansas, LLC (Northport), appeals a judgment of the Pulaski County Circuit Court affirming a ruling of Appellee, Arkansas Department of Human Services (DHS), denying Appellant’s request for Medicaid reimbursement of certain costs, tuition, and fees associated with its employees’ enrollment in nursing school.
