liThe Sevier County Circuit Court affirmed an administrative decision from the Arkansas Department of Human Services, Office of Appeals and Hearings (Department), placing Jose Marrufo on the Arkansas Child Maltreatment Central Registry (Registry). Marrufo raises two issues in this appeal. First, he contends that because the Department failed to timely conduct an administrative hearing within the statutory time frame of 180 days, the proceedings should have been dismissed.
