The plaintiffs, Christopher MacInnes and Carla Vasquez, recipients of aid to families with dependent children (AFDC), appeal from a partial summary judgment entered in the Superior Court in favor of the Commissioner (commissioner) of the Department of Public Welfare (department). The plaintiffs sought injunctive and declaratory relief based on their claim that § 58 of St. 1990, c. 150 (§ 58) and 106 Code Mass.
