FACTS AND STATUTORY BACKGROUND

Plaintiffs are the caretakers of children who receive Aid to Families With Dependent Children (AFDC); in this action plaintiffs challenge a Minnesota rule governing AFDC payments. AFDC is a cooperative state-federal assistance program created to enable states to provide financial assistance to “needy dependent children and the parents or relatives with whom they are living.” 42 U.S.C. § 601.
