MEMORANDUM OPINION

ROYCE C. LAMBERTH, Chief Judge.

Pro se plaintiff William Shea, a white career Foreign Service officer, brought this Title VII reverse discrimination action against the Department of State (“State”). Compl., Mar. 3, 2002, ECF No. 1. When State hired Shea in 1992, State operated an affirmative action program that made qualified minorities eligible for direct placement into mid-level classes of the Foreign Service.
