I. INTRODUCTION

In August 2010, Plaintiff Dr. Brett Steele, then 47 years old, was hired on ,a probationary basis as an Associate Professor at the National Defense University’s College of International Security Affairs (“CISA”). Plaintiffs first year was not all smooth sailing. Twice, Plaintiff met with his supervisors, who expressed displeasure—sometimes vigorously—with aspects of Plaintiffs teaching strategies and curriculum decisions.
