MEMORANDUM OPINION

Plaintiff Coalition for Parity, Inc. (“Plaintiff’ or the “Coalition”) has filed this action against the Secretaries of Health and Human Services, Labor, and Treasury (the “Secretaries”), along with their respective Departments (collectively, “Defendants”), seeking to enjoin implementation of regulations promulgated to enforce the provisions of the Paul Well-stone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008 (“MHPAEA”), Pub.L.
